According to Wikipedia, work on laying out the garden began in 1927 and was completed in 1932. It is laid out in terraces with lawns, flower beds and fountains below the dam wall.
The main draw is the evening musical fountain and illumination. Karnataka Tourism lists the fountain show from 6:30 pm to 7:30 pm on weekdays and until 8:00 pm on weekends and holidays, with each session lasting roughly 20 to 30 minutes. The garden itself is listed as open from 6:30 am to 8:00 pm every day. The tourism board suggests arriving between 5:30 pm and 7:30 pm, which lets you see the garden in daylight before the lights come on.
The garden is also known as a stop on day trips combining Srirangapatna and the dam. Expect crowds on weekends and holidays; the fountain area fills early. Wear comfortable shoes for the terraces, and note that parking and camera charges are separate from the ticket. Allow two to three hours, or longer if you plan to stay for the whole show.
